中國內地已有七間大學，包括清華大學、北京大學等名校，躋身泰晤士高等教育世界大學排名2025前一百名，成績出眾。香港這個特區，更是全球唯一擁有五所世界百強大學的城市，突顯本港在培養人才的獨特優勢。

While seven prestigious universities in mainland China, including Tsinghua University and Peking University, have made it into the top 100 of the Times Higher Education World University Rankings 2025, Hong Kong is acclaimed to be the only city to boast five universities in the global top 100, highlighting our unique edge to nurture talent.

特首李家超在2023年《施政報告》提出，要發展香港成為國際專上教育樞紐；放寬八所資助大學非本地生入學上限至40%，是其中一項重要措施，吸引內地及海外優質學生負笈香港。隨著新措施在2024/25學年落實，各間大學取錄非本地生數字均大幅增加，當中內地學生成主流，分別入讀本科、工商管理碩士以至其他研究院課程。

In his 2023 policy address, Chief Executive John Lee proposed building Hong Kong into an international hub for post-secondary education. One significant measure to this end is to raise the admission quota to 40% for non-local students at any of the eight Government-funded universities in order to attract greater numbers of high-quality students from mainland China and elsewhere to study here. With the implementation of this new measure for the 2024/25 academic year, the number of non-local student admissions at various universities has increased significantly with mainland students becoming the predominant cohort, enrolled in undergraduate, MBA, and other postgraduate programmes.

香港大學經管學院院長兼經濟學講座教授蔡洪濱教授亦曾在報章撰文，指出大學擴招能進一步提高本地高等教育的質素，吸收來自世界各地的人才，並有助提升科研實力，進而加強香港整體競爭力。

Professor Cai Hongbin, Dean of the HKU Business School and Chair of Economics, published an article in a newspaper, in support of university enrollment expansion, which will further enhance the quality of local higher education while also attracting talent from around the world and strengthening local research capabilities, thereby boosting Hong Kong's overall competitiveness.

另一方面，香港亦有不少學生赴內地升讀大學，近幾年已形成上升趨勢。根據教育局資料，有四千五百六十二名香港文憑試（DSE）學生在今學年申請「內地高校招收香港中學文憑考試學生計劃」入讀內地大學，其中二千三百四十人（約51%）獲錄取。

At the same time, a noticeable upward trend in recent years reveals many students from Hong Kong pursuing their post-secondary studies at universities across mainland China. 學友社的中六生內地升學調查2022發現，有意到內地升學的學生中，近七成首選到大灣區城市。區內的知名學府包括中山大學、暨南大學、華南理工大學、廣州中醫藥大學等。除了鄰近香港的地理優勢，廣東省的語言文化及生活習慣與港相近，讓學生容易融入當地圈子。此外，大灣區大學開設的學科十分多元化，包括航空航天工程、水利工程、文物保護與修復等，以至一向頗受歡迎的學科如中醫學、臨床醫學等。當然，內地的學費及生活費較香港低，港生更可申請香港政府「內地大學升學資助計劃」。畢業後有利擴大人脈和發展機遇，不必局限在港工作。

A 2022 survey by the Hok Yau Club found that among those local students interested in studying in mainland China, almost 70% preferred cities in the Greater Bay Area (GBA).
